Submissions

The ICEGOV2008 Program Committee invited submissions of unpublished, original work - completed or ongoing - in the form of papers, case studies, demonstrations and posters, originating from:

  1. Academia - Foundations of Electronic Governance, including development, validation and implementation of relevant theories, models and specifications.
  2. Industry and Non-Governmental Organizations - Technologies, methods and tools upon which concrete solutions for Electronic Governance - systems, processes, services and organizations; can be built.
  3. Government - Experiences, case studies and lessons learnt, both theoretical and practical, when planning, developing, executing and evaluating Electronic Governance initiatives.

ICEGOV2008 particularly received submissions from :

  1. Cross-sector contributions that aim to establish connections between research, solutions and practice of Electronic Governance, and succeed in effectively communicating their findings to various audiences: from researchers to solution providers, from solution providers to public managers, from public managers to researchers.
  2. Contributions that cross the borders of the relevant disciplines - Information Technology, Computing, Public Administration and Policy, Political Science, Information Science, Linguistics, Law, Economics, Sociology, Business Administration, etc.
  3. Contributions that demonstrate innovative applications of Electronic Governance in various domains like Education, Health, Law Enforcement, Environment, Culture, etc.
  4. Contributions on one or more of the practice, solutions or research aspects of Electronic Governance.

Requirements

Submissions comprised:

  1. Papers - Described mature work in one or more of the research, practice or solutions aspects of Electronic Governance, with proven or potential capacity to advance the state-of-the-art in the field.
  2. Case Studies - Analyzed Electronic Governance initiatives, whether research, practice or solutions, to identify critical factors contributing to the success or failure of such initiatives.
  3. Posters - Presented new ideas and ongoing work related to research, practice or solutions for Electronic Governance, with proven or potential capacity for bridging two or more dimensions.

Paper submissions were limited to 8 pages, using either of two templates: MS-Word (http://www.icegov.org/resources/word.zip) or LaTeX (http://www.icegov.org/resources/latex.zip). Submissions of Case Studies, Demonstrations and Posters were limited to 6, 4 and 2 pages respectively, using the same format as Paper submissions above.

All submissions were done through the submission website.

Process

All submissions underwent a two-stage review process:

  1. First Review - All contributions were submitted for review by 16 June 2008. In compliance with the double-blind review process, submissions did not reveal the identities of the authors. Review results were sent to the authors not later than 4 August 2008.
  2. Final Review - All accepted submissions were revised to ensure compliance with reviewer comments and formatting requirements, and submitted for the final review by 1 September 2008.

Proceedings

As for ICEGOV2007, conference proceedings were published by the ACM Press, and available at the time of the conference in hardcopy.

All accepted final submissions appeared in both printed and electronic conference proceedings, provided at least one author registered for the conference before registration deadline and presented the submission at the conference. The submissions whose authors register late only appeared in the electronic proceedings, provided they were presented at the conference. Submissions not presented at the conference did not appear in the electronic proceedings.

Upon acceptance, authors were required to complete and sign a Copyright Form.

Awards

Meritorious submissions were selected in a number of categories:

  1. Theory - The submission that made the best contribution to building foundations (theory) for Electronic Governance.
  2. Practice - The submission that presented the most innovative Electronic Governance initiative.
  3. Theory and Practice - The submission that best linked Electronic Governance theory and practice.

Sponsorship

Authors of accepted submissions were able to apply for sponsorship to partially cover the costs of attending the conference - registration, hotel or both - with preference given to the main authors who is a citizen of a developing country. No more than one sponsorship was offered per submission.
