Description

Transparency and accountability agendas are placing new demands on government leaders for investments in information access programs that complement service and regulatory programs. This demand for direct access to government information, from both inside and outside government, is influencing the design and management of these information services. As programs move away from traditional concepts of centralized control and physical custody of information, public managers discover a need for different skills, more strategic investments in technology, a more distributed or collaborative method of management, and a broader understanding of users, their needs, and their capabilities. The tutorial will provide an overview of the issues created by these new demands and of the knowledge necessary to develop effective solution strategies. A toolkit developed by The Center for Technology in Government for identifying these issues and for designing and implementing electronic records access programs will be introduced.

Biography

Sharon Dawes

Sharon Dawes is Senior Fellow at the Center for Technology in Government, University at Albany. Her main focus is international research and innovation partnerships, including programs and projects with academic institutions and government agencies in Asia and the European Union.

Sharon served fourteen years, from 1993 to 2007, as CTG's founding director building and nurturing CTG's research programs, applied projects, and public-private-academic partnerships. In addition to research, her work included program development, strategic management, and maintaining state, national, and international relationships with the research and practice communities. Under her leadership, CTG was the recipient of several prestigious national awards including an Innovations in American Government Award, sponsored by the Ford Foundation.

Sharon is also an Associate Professor of Public Administration and Policy and led the development of the Albany's Government Information Strategy and Management curriculum in public administration. This academic program encompasses the policy, management, and technology dimensions of information and technology use in the design and delivery of government programs. She is also a faculty member of the Information, Government, and Democratic Society specialty in the Department of Informatics.

Before coming to CTG, Sharon was Executive Director of the New York State Forum for Information Resource Management, and an Executive Fellow at the Rockefeller Institute of Government. She began her career as a government program manager in the New York State Department of Social Services, where she spent seven years as an Associate Commissioner responsible for New York's then $12 billion social welfare programs.

A fellow of the National Academy of Public Administration, Sharon was elected the first President of the Digital Government Society of North America in 2006. She serves on advisory committees for the US National Science Foundation (NSF), the National Archives and Records Administration (NARA), the US Government Accountability Office (GAO), and the United Nations University International Institute for Software Technology (UNU-IIST). She has been honored with leadership awards from public, private, and academic organizations.

Theresa A. Pardo

Theresa A. Pardo is Deputy Director of the Center for Technology in Government located at the University at Albany. She is also a faculty member in Public Administration and Policy and Informatics at the University. Theresa has directed numerous applied research projects with government partners and written articles, research reports, book chapters and case studies focusing on IT innovation in government, cross-boundary information sharing and integration, trust and knowledge sharing, preservation of government digital records, and XML. Her research has been funded by the National Science Foundation, the U.S. Department of Justice, and the Library of Congress, among others. Theresa is co-chair of the North American Digital Government Working Group and serves on various editorial and advisory boards including Government Information Quarterly, the International Advisory Board for Mobile Technologies for the United Nations, the Financial Market Regulation Program at the University at Albany and the Expert Working Group for the EUR eGov project. She was recently appointed as a senior adviser to the Informatization Research Institution, State Information Center, P.R. China. Theresa holds a Ph.D. in Information Science from the University at Albany, State University of New York.

Yuanfu Jiang

Yuanfu Jiang is the Director of e-Government Department, e-Government Research Center, China National School of Administration. He has accomplished several applied research projects with government partners. His research fields cover outsourcing for e-Government construction and services, cross-boundary information sharing and integration, and project management for e-Government construction and maintenance. His research is funded by National Natural Science Foundation of China, National Soft Science Foundation of China, and some ministries of China central government and local government. Jiang Yuanfu is a member of editorial board of the Journal of China E-Government Monthly.
