Description

Accesses to information and public participation in decision making have become important pillars of environmental governance in countries around the world. While many developing countries have made progress in using e-Governance platforms to enhance public access to environmental information, the use of electronic tools to engage the public in environmental decision-making is less prevalent. What may be the reasons for this phenomenon? This session will explore both opportunities and challenges of using e-tools in facilitating public participation in environmental decision-making in the context of developing countries. Following introductory presentations by 3-4 panelists, an open discussion will seek to identify determinants and conditions for effectively using e-governance tools towards ensuring meaningful and inclusive public participation in environmental matters.

Biography

Achim A. Halpaap is the Associate Director, Training Department and Head of Environment Unit at the United Nations Institute for Training and Research (UNITAR). Achim guides and manages a team of some 15 legal and technical experts who are supporting unit programmes and activities. He has served as the Director of the UNITAR/Yale Environmental and Democracy Initiative from 2006-2008, served as a member of the Executive Committee for the Strategic Approach to International Chemicals Management (SAICM), 2005-2007 and chaired the Inter Organization Programme of the Sound Management of Chemicals in 2001-2002. He is currently Chair of the International Coordinating Group on Pollutant Release and Transfer Registers (PRTR) and a member in the United Nations Environmental Management Group (UN EMG).

Prior to his appointment with UNITAR, Achim Halpaap was Head of Section, Chemical and Waste Management Policies, at the Environmental Policy Directorate of the Bayer Corporation, Germany in 1990. During 1988-1989, he held an appointment as Lecturer in the International Studies Department of the University of Oregon, where he developed and taught an interdisciplinary graduate level course on ‘Global Environmental Issues’. In 1985, he worked for the international department of the National Wildlife Federation, Washington D.C. Achim is author and directed the development of several peer-reviewed international publications concerned with international chemical risk governance, international environmental policy, and democratic environmental governance. He has extensively lectured on these topics in various international, national and academic fora. Achim holds degrees from Yale University (PhD, M.Ph.) the University of Oregon (MA) and the University of Bonn (B.Sc.).

Presentation
