Description

This panel will critically examine some major e-Government initiatives in Europe from both a Eurocentric perspective and a more general (non-European) dimension. From the European perspective panelists will deliberate on impact and effectiveness of these programs in terms of EU goals, such as improved competitiveness of member states, creation of jobs for EU citizens and innovation in governance through Web 2.0 technologies. For better insights into outcomes and observations, the panel will debate on reasons for poor uptake of e-services and how the utilization of these services can be improved through greater cross-border cooperation and focused research. From a more general perspective, the possibility of transferring innovations and experiences from these projects outside Europe will be discussed. Panelists include practitioners and researchers from Europe.

Biography

Madeleine Siösteen

Madeleine Siösteen Thiel is the Senior Programme Manager within the Services and IT Implementation Unit at VINNOVA - Swedish National Agency for Innovation Systems. For more than 20 years, she held different positions in Swedish National Agencies for Research and Technical Development and also worked within the framework of planning and international cooperation including Swedish Research involvement in the EU Framework programmes in Europe. In particular, she has been a coordinator of the EU/IST FP 7 project - eGOVERNET (www.egovernet.org), has been involved in funding projects within the RTD programme on e-Services in the Public Sector Research and Industry, initiated a national network of Swedish researchers, and is a member of the jury for the Best ICT Municipality award provided to the most innovative Public e-Service in Sweden - the Golden Link (www.guldlanken.se). She was also a member of the Swedish Governmental Committee on eDemocracy and established a large network of eGOV stakeholders at high policy level in Europe. Madeleine Siösteen Thiel graduated from the Stockholm School of Economics.

Urban Funered

Urban Funered is a Special Adviser within the Ministry of Finance in Sweden, and is currently project leader for the Ministerial eGovernment Meeting and Conference that will be held in Sweden, during the Swedish presidency of the European Union, in November 2009. He has held various positions in the Swedish Government Offices since 2007, and was prior to that in private practice and banking as a lawyer in Sweden and New York. Urban Funered holds a Jur Lic, LLM and LLB in Business Administration and Economics from Lund University in Sweden, and a LLM from London University.
