- Deadline: Authors registered by 6 October. Early registration deadline for non-authors was 3 November 2008 and late registration deadline was accepted till 24 November 2008. Subsequently, registrations were made on-site at the conference venue.
Standard rooms were booked at two hotels in the proximity of the conference venue: Sonesta (www.sonestacairo.com) and Triumph at 107.10USD and 85.00USD per night respectively. Room rates were without breakfast. Regular bus service was offered between the hotels and the conference venue.
Hotel booking could be done as part of conference registration.
- Payment for registration and accommodation were done in two ways:

- Offline: By completing a downloadable offline Registration Form and sending by email to (icegov@icegov.org). The form allowed for three payment options:
- Credit Card (Master or Visa).
- Bank Draft: Obtained in favor of "United Nations University - International Institute for Software Technology", and sent by mail to "ICEGOV2008, UNU-IIST, P.O. Box 3058, Macau SAR, China"

- According to the conference cancellations policy, registration and hotel fees were reimbursed at:
- 80% if a cancellation request was received before 3 November 2008
- 50% if a cancellation request was received between 3 and 24 November 2008
- 0% if a cancellation request was received after 24 November 2008.
- Registration was not transferable between persons.
Authors of accepted submissions were able to apply for financial support to partially cover the costs of attending the conference - registration, hotel or both - with preference given to citizens of developing countries, working for government or academia or studying for a degree. At most one author per submission was supported. Applications for financial support were received between 1 September 2008 and 15 September 2008. Applicants were notified of the outcome of their sponsorship applications (acceptance or rejection) through email by 29 September 2008.
Citizens of the following countries were required to have a pre-arrival visa (they had a visa before coming to Egypt from their land): Afghanistan, Algeria, Bangladesh, India, Iran, Macao, Morocco, Pakistan, Palestine, Sri-Lanka, Thailand, Uzbekistan and All African countries except South Africa. For other nationalities, visas were obtained obtained upon arrival at the airport in Egypt, with a fee of around 15.00USD.
